Obligation suggestions moved to their own tab
Suggested obligations no longer appear among the ones you already track. They’re under the Suggestions tab, which shows the count of what’s waiting, so the Active, Drafts, and Archived lists hold only real obligations. Your groups down the left still apply and still show their own suggestion counts. An asset with no obligations yet but a queue waiting opens on Suggestions instead of on an empty list.
